Born in Uganda to Rwandan parents with roots in Butare (Southern Province, Rwanda). His career spans civil society work in Africa (2006-2019) and enterprise IT in the United States. In 2016, he was selected as a Community Solutions Program fellow under the U.S. Department of State.

Rhoylle DBAOps Suite, his signature project, manages over 100 SQL Servers with zero licensing costs, achieving full compliance with CJIS, NIST SP 800-53, and DISA STIG frameworks.
